Describe a problem in your neighbourhood

A problem that's been going on in my neighbourhood for years now is flooding — nothing catastrophic, but every time there's a heavy downpour, which in the rainy season is fairly often, the main road floods up to about knee height within twenty minutes. It's been like this for as long as I've lived there, so at least six or seven years, and it affects basically everyone on the street, though the small shop owners probably get hit hardest since water gets into their storefronts and ruins stock. I remember one particularly bad flood where a neighbour's motorbike just stalled in the middle of the road and half the street came out to help push it to dry ground, which was almost funny in hindsight despite being genuinely inconvenient at the time. The underlying cause, as far as I understand it, is that the drainage system was designed decades ago for a much smaller population, and new construction nearby has paved over areas that used to absorb rainwater naturally. What could be done about it isn't exactly a mystery — the drainage needs upgrading, and there's been talk of that for years, but it's expensive and disruptive, so it keeps getting pushed back. In the meantime people have more or less adapted, raising doorsteps, keeping sandbags on hand, which says something slightly resigned about how we deal with infrastructure problems here.
